Before School Program

The Before School Program provides a safe, stimulating environment for students whose family situations require student supervision before school hours. Students who attend the regular day program are eligible for enrollment in the Before School Program.

What is the cost of the Before School Program?

For the 2007-2008 school year, the cost of the Before School Program is $61.25 per month per child. There is a $10.00 registration fee per child. Monthly fees are not prorated. There are no refunds.

Fees are due on the first school day of each month (September-May). Cash cannot be accepted. Checks are made payable to Hilburn Drive Elementary with the child's name and grade written at the bottom of the check. If one check is returned from the bank, parents will make all future payments with a certified check or a money order. There is a $15.00 fee for all returned checks. Students may not attend on a part-time basis unless the full fee is paid. If payment is not received by the fifth of the month, a reminder notice will be sent to parents and a $10.00 "late payment" fee shall be included in the payment. If payment is not received by the tenth of the month, your child/children shall be removed from the program.

What are the times of operation?

The Before School Program operates from 7:00 a.m. to 8:45 a.m. The program does not operate on teacher workdays.

What are Inclement Weather Procedures?

The Before School Program will be delayed the same amount of time that the opening of school is delayed. For example, if school is delayed one hour, the Before School Program will be delayed one hour.

What activities are offered?

Supervised activities such as games and recreation are offered. Students may also do homework.

What are the policies concerning child abuse/neglect?

By North Carolina law, caregivers are required to report suspected cases of child abuse/neglect. If such cases arise, the alerted staff member will report them to the principal or designee. The principal will then notify the Protective Services Unit of the Department of Social Services. In the absence of the principal or principal's designee, the staff member shall make at once an oral report to the Wake County Department of Social Services.

What is the discipline policy?

Discipline should be viewed in a positive manner with appropriate activities, mutual respect, adequate planning, and consistent supervision contributing to a climate in which self-discipline can flourish. Teachers will discuss guidelines, procedures and rules with the students and review these as necessary.

Occasionally, students will need to be removed from a situation when they cannot act appropriately. The student may be taken to the office or another appropriate place for a short period of time to regain his/her composure. If problems with a student seem to arise frequently, the parent will be notified and a conference scheduled to discuss these concerns and alternatives. Persistent and/or severe misbehavior may result in the student being withdrawn from the program.

How is a student enrolled in the program?

Parents fill out a Student Enrollment Form to enroll their children in the Before School Program. Forms are available in the school office.

What is the arrival procedure?

Parents drop their student(s) off in the morning at points, which are designated to ensure that students can walk safely to the building. Students are released to designated adults only.

What about an illness or an emergency?

If a child becomes ill, the parent, or designated adult, will be called to pick up the student as soon as possible. (All parents must provide an emergency number, which can be called, if the parent cannot be reached. In addition, the name of the student's family physician is kept on file in the office.) The student will be kept comfortable in the health room or office until someone arrives. Slight injuries that occur will receive first aid treatment from a staff member. In the event of a serious injury, parents will be notified immediately and necessary steps taken to obtain medical aid. If a student contracts a communicable disease, other than a cold, parents should notify the school. The principal and staff will follow the system guideline to inform staff and parents whenever a student in the school has a communicable infection or chronic illness.

Payment Schedule:

Payments are due on the first school day of each month beginning in September and ending in May for a total of nine equal payments. Each payment covers 20 school days. You do not pay for teacher workdays or holidays when children are not in school. School is in session for a total of 180 days. There are no prorated fees. The full monthly fee is due regardless of the number of days the child is absent from the program for illness, family trips, etc. The payment due dates and the 20-day period are shown below:

Late Payments:

If payment is not made by the fifth of the month, a reminder notice will be sent, and a $10 "late payment" fee shall be included in the payment. If payment is not made by the tenth of the month, the student shall be withdrawn from the program. Any past due fees are still required to be paid.

Non-Sufficient Fund Checks (NSF):

Non-sufficient fund checks are held until a money order is received by the program to cover the amount of the check. Cash cannot be accepted. Parents will pay a $15 charge for the NSF check. Parents will be notified immediately upon receipt of the NSF notice and shall have ten school days in which to pay the charge in full. If the charge is not paid in full by the end of the ten days, the child will be withdrawn from the program. Once a NSF check is returned to the program, parents are required to make all future payments by money order or certified check.

Enrollment Procedure:

Complete a registration form and return it to Hilburn Drive Elementary School. The Program Coordinator will contact you upon receipt of your application. Space is limited because of staff to student ratio guidelines.
